and i think that Pein will win because of his rinnegan which allows him to copy any kekai-genkai which is used in the eyes and the fact he alreday has shringan, byaucugan, mangekyou sharingan al ready might give him a advantage so im going with Pein

tobi (aka madara) is the one who created akatsuki and gives pein all the orders and in order to keep his identy a secret so he became tobi and the only people who know that tobi is pein is zetsu, pein and (i think) kohan so what im trying to say is that tobi is madra the creator/true leader of akatsuki so in order to keep this a secret he made pein (false) leader in order to make it look as if madara is really dead when hes not

tobi will win because he is madara master of the sharingan and plus dont forget that he know that time space thing as seen in the manga where naruto attempted to hit him with a resengan but missed even though it was a direct hit and when shino covered tobi in the parasites and he teleported out of it

and all pein has is the rinnegan and a down fall is that his six bodys can only do one type of attack as again proven in the manga when pein attacked the village
